1. What is a feral cat?

A feral cat is a cat born and raised in the wild, or who has been abandoned or lost and turned to wild ways in order to survive. While some feral cats tolerate a bit of human contact, most are too fearful and wild to be handled.

2. What is Trap-Neuter-Release (TNR)?

TNR is a method of humanely trapping feral cats, having them spayed or neutered and vaccinated and then releasing them to live out their lives. TNR also involves a caretaker who provides food, water and adequate shelter, if necessary, and monitors the cats numbers and health.

3. How does TNR help feral cats?

Through TNR, feral cats can live out their lives without adding to the homeless cat population. It is very important to have all feral cats spayed or neutered because it is the only 100% effective way to prevent unwanted kittens.

4. How does TNR benefit the community?

TNR helps the community by stabilizing the population of the feral cats and, over time, reducing it. Nuisance behaviors such as spraying, excessive noisemaking and fighting are largely eliminated and no more kittens are born.

5. Where am I required to put smoke alarms in my home?

On March 25, 2009 Colorado House Bill 1091, also called the Lofgren and Johnson Families Carbon Monoxide Safety Act, was signed into law. This law requires homeowners and owners of rental property to install carbon monoxide (CO) alarms near the bedrooms (or any other room lawfully used for sleeping purposes) in every home that is heated with fossil fuel, has a fuel-fired appliance, has a fireplace, or has an attached garage. This requirement applies to every home that is sold, remodeled, repaired, or leased to a new tenant after July 1, 2009. This law does not apply to commercial buildings. For permits issued after July 1, 2009, inspections for all interior alterations and additions will include verification of correct installation of smoke alarms and carbon monoxide alarms.

6. I am a construction contractor, am I required to register?

All contractors must be licensed by the City and pay an annual contractor’s license fee. Electricians do not need to purchase a City license but must be registered with the City.

7. What is a Certificate of Occupancy (C.O.)?

When the work is completed and has been inspected, you will a receive a Certificate of Occupancy. This certificate formally marks completion of the project with the knowledge that it has been approved. Please refer to the fee schedule for applicable fees.

8. What documents must I display at the job site?

The building permit card must be in a visible location at the construction site. A copy of the approved plans must be on the job site at all times. Any proposed changes to the approved plan must be brought to the attention of the Building Official. Some changes will require review and approval.

1. Who can file a property maintenance complaint?

Anyone can file a property maintenance complaint. Complaints should include the address of the subject property and the specific nature of the concern. It is important to give the exact street address or as detailed a description of the location as possible when filing a complaint.

2. What happens after a complaint is received?

Once received, the complaint is assigned to either the building official or community resource officer depending upon the nature of the complaint. Each complaint is entered into an internal database where progress is tracked. Once a violation is confirmed, local ordinance requires that we notify the property owner or responsible party via a written notice that a violation exists. The officer or inspector may first attempt informal contact either in person - such as a courtesy notice, by phone, or by mail prior to issuing the notice.If contact is made, the violation is reviewed with the responsible party and a written order to correct the violation within a specified timeframe is issued. If attempts at contact fail, the notice is sent as required by law. Owners / responsible parties have the right to appeal the written orders

We make every effort to work with those individuals with legitimate financial issues that may affect their ability to correct a violation within the given compliance time. For example, if a loan is needed, we may allow the individual additional time to make the proper arrangements with their lending institution. 4. What are the responsibilities of the Planning and Zoning Commission?

The Planning & Zoning Commission is charged with preparation, adoption and from time-to-time amendments of the City’s Comprehensive Plan. The Commission also holds public hearings and makes recommendations to the City Council on subdivision plats, proposed rezonings, and other land use matters established by ordinance.

5. What are the responsibilities of the Board of Adjustment?

The Board of Adjustment holds public hearings and determines appeals from refusals of building permits, exceptions to the zoning regulations and to authorize variances from the strict application of the zoning regulations. Parties aggrieved by the findings and decisions of the Board of Adjustment may appeal the same to the City Council.

6. What is a variance?

9. What is zoning?

Zoning provides the standards and regulations that apply to land and structures in the City. These standards and regulations help implement the Comprehensive Plan of the City of Dacono which are the goals, policies and recommendations of how development in the City (long-term) is to be achieved. The City of Dacono has numerous zoning classifications. Each one has a list of permitted uses and standards for building setbacks, densities, and heights. Some have specific design guidelines. Yes! It is Unlawful:
•For anyone to possess or discharge any fireworks, other than permissible fireworks, anywhere in the state.
•For anyone to sell fireworks unless that person is licensed as a retailer, wholesaler or exporter.
•For anyone to knowingly provide or sell any fireworks to anyone under 16.
•For anyone under 16 to purchase any fireworks, including permissible fireworks.

4. What are some fireworks safety tips?

Please do not use the 911 system for fireworks complaints. Use the non-emergency phone number to register fireworks complaints and to avoid overloading the 911 system potentially delaying response for true emergencies.
•Do not allow young children to play with fireworks under any circumstances. Sparklers considered by many the ideal "safe" firework for the young, burn at very high temperatures and can easily ignite clothing. Children cannot understand the danger involved and cannot act appropriately in case of emergency.
•Older children should only be permitted to use fireworks under close adult supervision. Do not allow any running or horseplay. Light fireworks outdoors in a clear area away from houses, dry leaves or grass and flammable materials.
•Keep a bucket of water nearby for emergencies and for pouring on fireworks that don't go off.
•Do not try to relight or handle malfunctioning fireworks. Douse and soak them with water and throw them away.
•Be sure other people are out of range before lighting fireworks.
•Do not dispose of used fireworks in a combustible container.
•Ensure that fireworks are completely extinguished by soaking them in water prior to disposal.

4. What is a public hearing?

Public Hearings are held on matters when required by law. Persons who wish to speak at public hearings will be heard after the applicant has made their presentation and the Council has been given an opportunity to question the applicant. Speakers at a public hearing are asked to complete a speaker card located at the back of the Council Chambers, and present to the City Clerk. When called upon, the speaker must swear of and affirm the truth of their testimony to the reporter that transcribes the hearing.

1. How can I reduce the number of mosquitoes in my yard?

Begin by eliminating any standing water. Remove standing water in ponds, ditches, clogged rain gutters, flower pots, plant saucers, puddles, buckets, jars and cans.

There is no evidence that a person can get West Nile virus from handling live or dead infected birds. Persons should avoid bare-handed contact when handling any dead animal.

4. Will my hot-tub or swimming pool increase the number of mosquitoes?

Well-maintained swimming pools and whirlpools are not a hazard since the pool chemicals kill any larvae. The main concern is stagnant water, where mosquitoes can lay their eggs undisturbed.

1. When will my street be plowed?

The current snow response plan adopted by City Council designates the most critical City streets as primary and secondary routes. The City's goal during any snowstorm is to keep primary streets open and safe for the public. All remaining secondary streets will receive service only after the designated streets are attended to and when conditions warrant. Snow is generally plowed to the side of the street. Center snow banks create melt/freeze, sight distance and emergency vehicle access problems. Glen Creighton Drive is the exception to this approach. Snow is plowed to the center and the center snow bank is removed during major storms as time and resources permit. Where possible, Second St. Forest Ave., Colorado Blvd., snow is plowed to just one side. Sidewalks must be cleared of snow by the property owner within 48 hours of the end of a snow storm. More

1. What is the City of Dacono's sales tax rate?

The City's tax rate is 3%.

2. When are my taxes due?

Tax returns are generally due on the 20th of the month following the reporting period. If the 20th falls on a weekend or holiday, the due date is the next business day. Returns must be postmarked on or before the due date to be considered timely.

3. How do I recover my City Code and/or password?

If you already have a sales tax account but don't know the City Code and/or password, contact Ashley Taylor by e-mail (ataylor@cityofdacono.com) or by phone (303-833-2317 x 120). 1. How do I establish water service for an existing property?

Please contact the Dacono water department office at (303) 833-2317 ext.121. The title company or resident will need to submit a recorded warranty deed through Weld County to set up a new account with the City.

2. What if I cannot pay my water bill?

City of Dacono utility bills are due by the last business day of the month, for the previous month’s service. If you are unable to pay your utility bill in full, you can sign a water payment agreement. The agreement will provide an extension of time for payment and avoid having your water shut off. You must sign the agreement before your water is shut off to avoid the disconnect fee. Delinquent notices are mailed when the current bills are processed. The delinquent notice includes a $5.00 late fee and the payment due date is stated on the delinquent notice.

3. My water service was disconnected because I failed to pay my utility bill. How do I get my water service reconnected?

The full account balance (unpaid and current months balance) and a disconnect fee must be paid before water service can be restored. The schedule of Service Termination for Non-Payment (disconnect) fees can be found on the back of the water bill. Full payment must be submitted at the customer service counter at City Hall for to assure your water will be reconnected on the same day.

Yes, a typical toilet can leak around 2 gallons per minute. If this is not repaired, a toilet can leak up to 3,000 gallons of water a day. A pipe with a small leak can leak from 24,000 to 394,000 gallons of water in one month’s time.

7. How can I locate water lines?

8. How do I establish trash service for my residence and when is the trash picked up?

Trash service is provided to all residents by Waste Connections of Colorado and is billed on your monthly utility statement by the City. The billing for trash service is set up at the same time the water account is established. Please contact Waste Connections of Colorado at (303) 288-2100 to order extra service carts or with service issues. Trash is picked up every Thursday, except during their holiday schedule. Recycling is picked up every other Thursday.

9. What if I have questions about my sewer bill?
